Syllabus Revision
Updating and revision of syllabi for the different school subjects is a part of NCERT’s regular functioning and responsibilities, reflecting its major objective of acting as a research organization dedicated to education reform and modernization of school curriculum. During the recent months, a great deal of discussion on epistemological and pedagogical issues relevant for reform strategies has taken place in the context of the review of the National Curriculum Framework. The Steering Committee chaired by Professor Yashpal and 21 National Focus Groups chaired by eminent scholars and practitioners on different aspects and problems of school education have been deliberating on the nature of knowledge and its transaction in schools. A wide-ranging participation of institutions and public across the country has taken place through regional seminars, meetings, NCERT website and the media.
The focus of this exercise is on curricular burden faced by children at all stages in our system, which was also the theme of a committee appointed by the Ministry of Human Resource Development in 1991. Its report was published by NCERT under the title ‘Learning Without Burden’. It took the view that the sense of burden felt by both children and teachers has to do with the systemic tendency — reflected both in syllabus and textbook preparation as well as in teaching and examination — to treat information as knowledge. The recommendations of this committee and those discussed in other reports require a fresh look in the light of the current review of the National Curriculum Framework. Recommendations are now required for specific steps to improve and revise the syllabi of different subjects at all levels so that the burden on children is reduced and teaching becomes more interactive and joyful.
Last year, NCERT had established Quick Review Committees to examine the textbooks of all subjects, and earlier this year internal committees were appointed to review syllabi of subjects. The findings of these groups are available. The draft repots of the National Forum Groups have also come in. It is important for syllabi revision groups to benefit from the insights now available from all these sources. In the context of curricular burden, there are these major considerations to be taken into account:
- Appropriateness of topics and themes for the
relevant stages of children’s development from a psychological point of view.
- Pervasive resonance of the
value enshrined in the Constitution of India in the
organization of knowledge in all subjects.
- Continuity from one level to the next.

Inter-disciplinary and thematic linkages between
topics listed for different school subjects,
which fall under discrete disciplinary areas.
- Linkages between school knowledge in different
subjects and children’s everyday
experiences and knowledge derived from them.
- Infusion of environment related knowledge and
concern in all subjects and at all levels,
treating 'environment' as a holistic expression,
covering nature, all forms of life,
human values and socio-economic and cultural meanings of environment.
- Sensitivity to gender parity, peace, health and
the needs of children with disabilities.
- Integration of work-related attitudes and values
in every subject and at all levels.
- Need to nurture aesthetic sensibility and values
by integrating the arts and India’s heritage
of crafts in every aspect of the curriculum.
- Linkage between school and
college syllabi, avoiding overlapping.
- Using the potential of
educational technology, which includes the new
information
technology in all subjects.
- Encouraging flexibility,
epistemic activism and creativity in all areas of
knowledge and its
construction by children.

Syllabus Revision
Committees for recommending revision of syllabi for different subjects have been constituted. The note explaining their structure and mode of functioning is being displayed on all notice boards at the NIE Campus and all RIEs. Coordinators of these committees are expected to discuss these structures and the mode of functioning with all colleagues.
All members of the NCERT faculty, irrespective of the departments they might belong to, are welcome to make suggestions to members of the syllabus revision committees or to send their specific ideas for revision directly to the convenors. Heads of all Departments at NIE and RIE Campuses may organize meetings where ideas for syllabus revision, with a view to reducing curricular load on children at all stages can be thrashed out for submission to the relevant syllabus revision committee.

In suppercession of the notification of even number dated May 3, 2005, the sub-group to ensure the reflection of gender sensitivity, concern for the disabled, the importance of health, safety and demographic awareness and peace-oriented values in all subjects and at all stages of school education will consist the following members:
